Job Highlights

The Head of Remediation and Water is responsible for the management of remediation activities and strategy over five sites (three active chemical manufacturing plants, one inactive facility, and one private property) as well as directing the South Arkansas Water Compliance Program.  The primary purpose of this position is to manage these programs to ensure federal, state, and local agency compliance and to serve as an in-house subject matter expert in these areas to support operational excellence, continuous improvement, and liability management.  This position provides oversight to the Remediation and Water Programs as well as the management and development of the environmental technicians within these groups. Responsibilities include but are not limited to: 

  • Advise Leadership, Engineers, and PTSE as subject matter expert (SME) in RCRA regulations, remediation, and related compliance programs.
  • Responsible for the management of remediation activities and strategy development for the Environmental Remediation Program as well as associated reporting. 
  • Technical oversight of the Water and UIC programs.  Responsible for the review of permits, DMRs, and other related compliance reporting (DOJ Reports, CAO, etc.)
  • Manage strategic historical liabilities.  Work with PTSE, LEX, and other internal/external stakeholders to identify and manage liabilities.  Responsible for reserves projections, financial assurance (UIC, RCRA), and other related matters.  
  • Work with GPL on commercial agreements, PRs, Pos, and invoices.
  • Participate in Environmental audits, inspections, and the associated reporting and processes.
  • Staff and develop the South Arkansas Remediation and Water Groups (8 direct reports)

Requirements

  • Bachelors of Science in Engineering or another technical field. Master's or higher degree strongly preferred. 
  • Minimum of 10 years of prior related experience.
  • Knowledge of RCRA and CWA requirements including RCRA Part B Operating Permits, post-closure care and maintenance of SWMUs (i.e., closed landfills/surface impoundments, groundwater, etc.), remedial systems (e.g., soil vapor extraction system, and groundwater recovery systems, chemical oxidation, sparging, etc.), financial assurance (RCRA, UIC), NPDES water permits, No-Discharge permits, general industrial stormwater permits, regulatory review/reporting, spill response, and release notifications (NRC and otherwise).  
  • In-depth knowledge of Environmental regulations/requirements.
  • Experience with complex remediation, water permits, permit review, and regulatory reporting.
  • Experience with team leadership and personnel supervision.
  • Experience with liability management, financial reserves allocation, and regulatory review/interpretation.
  • Extensive background with regulatory and technical evaluation, group leadership, planning, financial analysis, personnel management, and supervision.

Please note, the actual compensation may vary based on geographic location, work experience, education, and skill level.
